Traffic regulations at Aerodrome – Initial
! For the application to be approved, after submitting it, please, send the copies of the Road Traffic Safety Directorate (CSDD) certificates of the employees to e-mail address: [email protected].
This training covers the rules and requirements that must be met when driving a vehicle unsupervised in the airfield. The programme is developed in line with EC Regulation No. 139/2014.
Purpose of the training: having completed the training, the employee can drive unsupervised in the airfield, while complying with the traffic rules.
Training requirements:
- The participant should have a valid Category B driving licence (no Code 78) recognized by the Latvian Road Traffic Safety Directorate (CSDD).
- At least 2 months of experience in driving a vehicle.
- A valid long-term Riga Airport pass.
Training content
- Duties and personal responsibilities of pedestrians, vehicle passengers and drivers; governing documents (procedure for receiving a driving permit, compliance of airfield traffic rules with national laws, binding procedures, vehicle standards, supervision, role of the vehicle driver in airfield processes, PPE, FOD.
- Prohibitions for vehicle drivers; sterile cabin principles.
- Human factor (health condition, attention, sensory acuity, memory, error occurrence/management, decision-making).
- Organisation of traffic at the airfield, working environment, airfield processes.
- Airfield traffic signs and markings.
- Rules for stopping and parking vehicles at the airfield.
- Rules for practice driving at the airfield.
- Vehicle driver duties in special cases (including stopping an aircraft, fuel leaks, poor weather, traffic accidents, emergencies).
- Actions towards traffic rules violators.
- Vehicle driving training along the perimeter way (for employees who need licence Category Z for their work; the training includes runway protection zone markings and signs, airfield lights).
FAQ

Term of validityHaving passed the theoretical knowledge and practical driving test, participants receive a training certificate valid for 2 years, and a Category B or BZ aerodrome vehicle driving permit.

Practical trainingThe date of the practical training/exam is set on the day of the training.
Please contact the Airside Operations and Safety training manager concerning any changes.
Training/exam duration: 2 hours.
During the assigned practical training time, the participant is at KP3 (apron-side) and should bring their PPE (a vest).
When do I have the recurrent training?
Enrolment in recurrent training is possible within the last 3 calendar months before initial certification expires (the new period begins at the end of the initial period).
If the employee has been absent
For 6 to 12 months, they must complete recurrent training and take a practical test

For 12 or more months, they must complete the initial training.

Eva Heislere
Eva is responsible for managing the airport employee professional qualification (testing) process, for compliance with training standards in the context of airfield maintenance, traffic management, and emergency management processes, and for the compliance of the training programmes with EC regulations.
She develops and teaches training programmes covering binding procedures at the airfield, human factor, airfield maintenance and traffic management processes. Eva participates in the development of EASA Together4Safety training aids, and in Airports Council International (ACI) projects. She has worked to implement the ACDM (airport collaborative decision-making) project at Riga Airport, and on the certification of its airfield. She has professional knowledge in the implementation of the safety management systems (SMS), in human factor (HF), fatigue management (FM), emergency management, as well as knowledge of the European Union Aviation Safety Agency (EASA) legal regulations gained at ACI, IATA, ICAO, Airsight training centres.
